Cigarette filter waste is a source of cellulose acetate with potential for use as a low-cost membrane material. However, its application as a proton exchange membrane for direct methanol fuel cells (DMFCs) requires enhanced proton conductivity while reducing methanol permeability. Chitosan provides amino groups, whereas alginate–poly(acrylic acid) provides carboxyl groups that can interact to form a polyelectrolyte complex (PEC). This study aimed to develop a cigarette filter (CF)-based composite membrane through sequential modification with chitosan (Cs) and alginate–poly(acrylic acid) (Al-PAA) to form a PEC. The membranes were fabricated using the solution-casting method and characterized by Fourier-transform infrared spectroscopy (FTIR), scanning electron microscopy (SEM), contact angle measurements, methanol uptake, swelling index, ion exchange capacity (IEC), proton conductivity, and methanol permeability. Changes in the FTIR spectra supported the formation of ionic interactions between –NH₃⁺ and –COO⁻ groups, while SEM revealed a denser, more homogeneous, and layered morphology following modification. The CF/Cs/Al-PAA membrane exhibited a contact angle of 75 ± 1.5°, methanol uptake of 41.7 ± 2.5%, a swelling index of 43.8 ± 2.5%, and an IEC of 1.14 ± 0.01 mmol g⁻¹. Proton conductivity increased to 0.21 S cm⁻¹, exceeding that of Nafion 117 (0.14 S cm⁻¹), while methanol permeability decreased to 1.94 × 10⁻⁶ cm² s⁻¹, lower than that of Nafion 117 (5.84 × 10⁻⁶ cm² s⁻¹). These proton conductivity and methanol permeability results indicate improved membrane selectivity, suggesting that the developed composite membrane has potential for further development as a proton exchange membrane for DMFC applications.
